The consortium includes universities, VET providers, research centres, and organisations working in disability support and labour market integration. Each partner contributes specialised knowledge, ensuring the project delivers both innovative and practical results. Carl von Ossietzky University Oldenburg | Germany 🇩🇪
The Carl von Ossietzky Universität Oldenburg was founded in 1973 and is therefore one of the younger universities in Germany. It aims to make substantial contributions to addressing the key societal challenges of the 21st century through interdisciplinary cutting-edge research and innovative teaching. Research and teaching are closely interconnected and characterized by a strong practical orientation. Researchers and administrative staff collaborate across disciplines and jointly contribute to the advancement of scientific knowledge and its application. The university has gained particular visibility through its participation in the Clusters of Excellence NaviSense, Hearing4all.connects, and Ocean Floor.
The university maintains collaborations with more than 300 international universities and research institutions and is also closely connected with non-university partners from science, education, culture, and industry. The research environment is further strengthened by institutions such as the Helmholtz Institute for Functional Marine Biodiversity, as well as Max Planck Research Groups and Fraunhofer working groups. With around 15,000 students, the university covers a broad range of disciplines, spanning the humanities and cultural studies, economic, legal and social sciences, as well as mathematics, computer science, natural sciences, and medicine.
The research group led by Clemens Hillenbrand is situated in the field of evidence-based educational research and focuses in particular on supporting children and adolescents in learning processes, the systematic integration of assessment and intervention, and the design of effective teaching.
Ines Oldenburg contributes her expertise particularly in the areas of inclusive education and professional competence development.
Jorge Marx Gómez complements the group with his focus on business informatics, especially in the fields of data-driven systems and sustainable digitalization.
GUREAK LANEAN | Spain 🇪🇸
GUREAK is a Basque business group dedicated to creating and managing stable and suitably adapted employment opportunities for people with disabilities, primarily for people with intellectual disabilities in Gipuzkoa.
With over 40 years of experience and nearly 6,000 employees, GUREAK has become a solid and diversified organisation operating across the industrial, services, and data management sectors. Gureak has built a business model of social and labour inclusion that is now a benchmark for its balance between competitiveness and high levels of self-financing, as well as its commitment to the social and labour development of people with higher support needs.
Gureak Itinerary, a specialised division within the group, designs and implements pathways to employment for people with disabilities. It provides a wide range of services, including counselling, skills development, and vocational training. The Training and Development Centre delivers training programmes across multiple specialties for individuals with learning disabilities, as well as tailored services for companies seeking to hire them.
In addition to its core activities, the organisation drives people‑centred projects aimed at strengthening skills and employability. These include pedagogical innovation, new training methodologies, programmes to enhance labour opportunities, and the exploration of diverse employment pathways. By creating new learning and development experiences, the organisation plays an active role in supporting individuals throughout their socio‑labour progression.
Together, these lines of work help foster collaboration, innovation, and knowledge exchange, while reinforcing the organisation’s commitment to generating meaningful social impact and supporting the professional growth and full inclusion of people with disabilities.

The European Association of Service providers for Persons with Disabilities (EASPD) is the leading voice of disability services across Europe. Representing over 20,000 services in 50 different countries, we promote human rights and equal opportunities for people with disabilities through effective and high-quality support.
Our work focuses on key areas essential to quality support provision. This includes Inclusive Living, Employment, Education, Early Childhood Intervention, Person-Centred Technology, Workforce Development and Human Resources, Arts, Culture & Sport, and Policy Impact.

Groep Maatwerk is the umbrella federation representing custom work companies (“maatwerkbedrijven”) in Flanders, Belgium. We represent 65 member organisations, which together provide employment to more than 20,000 people with disabilities or support needs across Flanders.
Our members are enterprises that combine economic activity with inclusive employment, offering sustainable job opportunities to people who face barriers to the regular labour market.
We represent and support these companies at the Flemish, federal and European level, acting as a key interlocutor for policymakers, public administrations and stakeholders. Our mission is to strengthen the sector by advocating for a stable and enabling regulatory framework, promoting administrative simplification, and ensuring adequate and future-proof financing mechanisms.
Groep Maatwerk operates at the intersection of social and economic policy. We contribute to the development and implementation of policies related to tailored work, labour market inclusion, skills development and industrial policy. In doing so, we emphasize the importance of entrepreneurship, innovation and partnerships with the regular economy.
Our activities include policy advocacy, knowledge sharing, research, and capacity building. MEI operates at the intersection of science, technology, and society, delivering interdisciplinary research, capacity-building programmes, and innovative digital solutions. The organisation’s work is structured around four strategic domains: CULTURE, NATURE, PEOPLE, and AI, through which it addresses complex challenges related to climate change, digital transformation, education, and social inclusion.
With extensive experience in European-funded programmes (Horizon Europe, Erasmus+, Creative Europe, Interreg), MEI actively contributes to the design and implementation of international projects focused on climate services, digital wellbeing, location intelligence, and skills development. Its approach integrates advanced analytical methods, user-centred design, and stakeholder engagement to ensure practical impact and policy relevance.

Basque International Research Association | Spain 🇪🇸
Basque International Research Association (BIRA) is a non-profit, interdisciplinary organisation based in Spain, bringing together academics, researchers, and professionals to promote scientific research, innovation, and inclusive education. BIRA specialises in the design and implementation of socially impactful projects that integrate technology, education, and research to address societal challenges, with a strong focus on socio-educational inclusion, digital innovation, and artificial intelligence.
The organisation has extensive experience in European-funded projects, contributing to research, training, and the development of innovative educational tools and methodologies. BIRA’s work spans qualitative and quantitative research, the application of emerging technologies in education, and capacity building for educators and professionals working in diverse and vulnerable contexts. BIRA is also actively engaged in knowledge dissemination through scientific publications, conferences, and the organisation of international events focused on inclusion and technological innovation.
Within the EN-AI-BLE project, BIRA plays a key technological and innovation role. BIRA leads the development of the AI-enhanced gamified learning tool, designing and implementing an interactive, adaptive educational environment tailored to learners with intellectual disabilities. The tool integrates elements such as challenges, rewards, and scenario-based simulations to enhance engagement, accessibility, and learning outcomes. BIRA is also involved in the development of the AI-powered learning platform, with a particular focus on the design and implementation of the AI-based self-assessment tool, which provides personalised feedback, supports adaptive learning pathways, and enables self-paced learning tailored to individual user needs.
